This module assembles an EELS spectrum as specified by the cards ELNES
and EXELFS. Since these cards provide all needed parameters, one of
these cards must be specified in `feff.inp' in order to run this
module and obtain the EELS spectrum. See Section 4.7 for a
more complete description of EELS calculations.
